Because let’s not kid ourselves: this is why vagrancy laws exist. It’s illegal to be homeless don’t you know? Once you get locked up for the first time for being homeless, now you have a criminal record which means you’re unemployable! You will never afford rent anywhere so you’ll be locked up a few more times as a vagrancy repeat-offender. As a repeat-offender, you run afoul of laws similar to the “three strikes” policy and you’ll cease being eligible to EVER live outside a prison.
It all points to prison, military, or getting sex-trafficked.

It all points to labor slavery, combat slavery, or sex slavery.
