Wisteria shire
I thought they were notoriously isolationist and don’t like anyone outside the Shire. They certainly do have way less political baggage, though.
They were, but outliers like Bilbo and Frodo had existed throughout their history. That’s what Gandalf was using to their advantage.
And Farmer Maggot grew some pretty awesome shrooms.
