    Background: On 14 and 15 October, the Verkhovna Rada (Ukrainian parliament) passed a number of bills on which the EU financial assistance was conditional.

    Garbage ass article. Maybe write like 2 sentences about what those reforms are??

      I searched for it, and it seems to be new customs duties like the ones recently introduced by the EU plus tax on income earned from Uber, onlyfans and co:

      The parliament repeatedly failed to pass some of the conditions set by Ukraine’s partners throughout 2026, amid widespread unpopularity of the changes. Most toxic was a package of new taxes, including a tax on small imported parcels, and a tax on income received from digital platforms, such as Uber.

      Doesn’t seem like those issues would be worthy of holding up money Ukraine sorely needs, but AFAICT these were the last remaining items on a longer list most of which has already been accepted:

      It should be noted that, under the loan agreement and memorandum with the European Union for attracting a €90 billion loan, Ukraine must fulfill several conditions, including:

      • the Verkhovna Rada’s adoption of legislation establishing a property valuation system that defines institutional roles and responsibilities concerning property valuation;
      • the Verkhovna Rada’s approval of the appointment of the three missing experts to the commission for selecting members of the governing board of the Accounting Chamber of Ukraine;
      • the Verkhovna Rada’s adoption of a law abolishing the tax exemption for international parcels, except for goods intended for security and defense purposes;
      • the Verkhovna Rada’s adoption of legislative amendments introducing taxation of income received through digital platforms.
